Elizabeth Brady Road Extension

 


The Draft Environmental Impact Statement for the Elizabeth Brady Road Extension project has been released. The Hillsborough Town Board will discuss the project at a public forum on November 30, 2009 at 7:00 at the Town Barn. NCDOT will hold an informational open house from 4:00 to 6:30 p.m. on December 7 in the cafeteria of Cameron Park Elementary School, and a public hearing on the project’s corridor and design at 7:00 p.m. that evening in the school gymnasium.

The Board of Directors of the Eno River Association supports the No-Build Alternative.

Environmental impact draft, road options will be focus of Dec. 7 open house.

The state’s environmental assessment of the Elizabeth Brady Road extension project corridor has been released, and the North Carolina Department of Transportation plans to share details with the public.

DOT officials confirmed last week that a draft Environmental Impact Statement, which opponents of the road proposal have awaited for several years, will be available for viewing along with project details on Monday, Dec. 7.

A pre-hearing open house will be held from 4 to 6:30 p.m. on that date in the cafeteria of Cameron Park Elementary School, 240 St. Mary’s Road, and a public hearing on the project’s corridor and design will be held at 7 p.m. in the gymnasium.

During the open house, NCDOT representatives will answer questions and receive comments on the proposed bypass. During the public hearing, representatives will explain the proposed location and design of the project as well as the state-federal relationship and right-of-way and relocation requirements. The public can comment during the meeting.

The public hearing is one of the final steps for gathering input before the DOT is set to make a decision on the road project. A final environmental report would come, possibly several months later, with a determination of the alternative to be pursued.

The goal of the bypass is to alleviate traffic congestion at Churton Street intersections in downtown Hillsborough.

The proposal has been discussed for more than 40 years as a way to alleviate traffic flow concerns through downtown Hillsborough by connecting U.S. 70A with U.S. 70 and St. Mary’s Road east of town. The current proposal is to build one of three three-mile, multi-lane roadway options.

Two of the three options would involve a four-lane road with a median and would require a new crossing to be built over the Eno River. A third alternative would widen a one-mile section of U.S. 70 with the section between U.S. 70A and U.S. 70 on a new alignment.

The roadway would accommodate bicycle traffic, according to the DOT.

Additional right-of-way acquisition and relocation of homes and businesses would be required before any construction could take place. As of last year, the number of homes that could potentially be moved could range from four to 23, according to a recent planning document draft.

Property-owners who could be affected live on Highland Loop, River, Ivy and Riverside roads.

Alternative routes could pass through Ayr Mount and the historic Occoneechee-Orange Speedway, both of which are on the National Historic Register.
